The SAML Message is sent as a HTTP GET parameter in the HTTP-Redirect binding (used for exchanging AuthNRequests, SAML Logout Requests, and SAML Logout Responses). You must url encode this message before sending it.

It is another name for "percentencoding", which is the encoding of information in a Uniform Resource Identifier (URI). Even though it is called URL-encoding, it actually belongs to the main set of Uniform Resource Identifiers (URIs), which include both Uniform Resource Locators (URLs) and Uniform Resource Names (URNs). This media type is also commonly used in the preparation of "application/x-www-form-urlencoded" data, such as HTML form data submitted as part of HTTP requests.
